DESCRIPTION ^

 initializeWTA - intitializes a winner-take-all network.

 wta = initializeWTA(saliencyMap,saliencyParams)
    Initializes a winner-take-all network of leaky 
    integrate and fire neurons with the current
    inputs to the neurons set proportional to the
    values of the saliencyMap.
